Panthenol at 10,000 ppm gives this low-pH toner its name, with betaine alongside for comfort. TIAM also drops in hydrolysed collagen and three peptides, rh-oligopeptide-1, acetyl hexapeptide-8 and palmitoyl pentapeptide-4, which is more than most watery toners carry. Light on the skin and aimed squarely at dehydration.
